POLICY
ON THE ADMINISTRATION, PROCESSING,
AND USE OF STUDENT EVALUATION OF TEACHING EFFECTIVENESS (SETE)

| 1. |
Purpose. Student Evaluations of Teaching Effectiveness are designed as one
of several sources of information to be used in performance review and
periodic evaluation of faculty teaching. In addition, faculty should find
SETE information helpful in pursuing the normal professional goal of maintaining
and improving instructional effectiveness. |

Forms
to be Used. The SETE forms shall contain the questions shown on Attachment
#1. |
| 3. |
Scheduling
of SETEs. The scheduling of SETEs shall be in accordance with the
attached schedule (Attachment #2) which reflects
the requirements of the Procedures and Criteria for Performance Review
and Periodic Evaluation. |
| 4. |
Selection
of Classes to be SETE'd. Courses to be SETE'd shall be jointly determined
in consultation between the faculty member being evaluated and the department
chair. In the event of disagreement, each party shall select 50% of the
total courses to be evaluated, on an annual, academic-year basis. SETEs
shall be conducted in classes repre-sentative of the range of a faculty
member's teaching assignments. |

Administration
of SETEs. |
| 5.1 |
SETE forms
for distribu-tion shall be contained in an envelope on the outside of
which is attached written instructions for distribution as shown in Attachment #3. These instruc-tions shall
provide information for the faculty member, the student distributing
the SETE forms, and the students filling out the forms. |
| 5.2 |
During the
8th week of classes, colleges/departments shall prepare and distribute
SETE packages to the faculty members whose classes have been selected
for student evaluation. Faculty members shall then, at a convenient
time during the 9th week of the term, select a student in each class
to administer the SETEs in accordance with the written instructions.
For courses offered under an alternative time format, SETES will be
administered at an appropriate time during one of the last two class
sessions. The Student will read the appropriate instructions to the
class, distribute the forms, collect the forms, and return the sealed
envelope with the completed forms to the appropriate administrative
offices. Under certain circum-stances, such as in the case of large-lecture
General Education courses, a faculty member may request assistance from
their college/department office in the administration of SETEs. Failure
on the part of faculty members to carry out scheduled student evaluations
may be grounds for disciplinary action. As significant responsibility
for the completion of SETEs is placed upon students, disciplinary action
should be taken only when it has been determined that faculty were derelict
in their role in the SETE process. |
| 5.3 |
The faculty
member teaching the class shall not be present during the administration
of SETEs. The faculty member shall refrain from discussing SETEs with
students in any manner that would tend to influence how the students
would respond to the SETE questions. |
| 5.4 |
During the
time that SETE forms are administered, students shall refrain from discuss-ing
with one another the teaching effectiveness of the faculty member being
evaluated. Students shall be told (by the person administering the forms)
that such discussion is inappropriate, should be reported to the Academic
Personnel Office, and may result in invalidation of the SETE results
in the affected class. (See Attachment #3.) |
| 5.5 |
Reports of
any inappropriate behavior in the administration of SETEs, whether on
the part of faculty or students, shall be referred to the Academic Personnel
Office. If, after consulting with the faculty member and thoroughly
investigating all such reports, the Associate Provost for Academic Personnel
determines that such inappropriateness is indeed likely to have affected
the SETE results, the SETEs in question shall be invalidated. All invalidated
SETE forms and summary data shall be removed from the Personnel Action
File (PAF). The Associate Provost shall submit a memorandum to the PAF
indicating that the SETEs have been invalidated, but not specifying
the reason. The faculty member and the appropriate department chair
shall be notified of this decision. Make-up SETEs should be scheduled
at the earliest opportunity to do so. Make-up SETEs do not need to be
in the same course in which the SETEs were invalidated. |
6. Processing
of Completed SETE Forms.
| 6.1 |
Once SETE
forms are collected, the designated person in the colleges/departments
shall forward completed forms to the Academic Personnel Office for analysis,
along with a list of all SETEs scheduled. |

The summary
reports shall contain the statistical data shown in the table below
for each of the 10 questions on the front of the form. The total number
of student respondents shall be printed once on the summary report. |

The
response frequency is the number of students responding to a particular
question. The mean, median, and standard deviation are the standard
statistical functions for each question. There shall be no statistical
analysis of the questions collect-ively; there shall be no University-wide
statistics; nor shall any other statistical data be reported other than
those specified in this subsection (6.2). Attachment
#4 is a sample summary report. |
| 6.3 |
Whenever summary
reports are ready, these shall be forwarded to Academic Personnel for
distribution to faculty members whose classes were SETEd and to appropriate
college deans and department chairs. The completed forms shall then
be filed in respective faculty PAFs attached to a copy of the summary
report. |
| 6.4 |
On request,
faculty members may review the completed forms in appropriate administrative
office, once the forms have been filed. |
| 6.5 |
Cumulative
statistical summaries shall be prepared for each faculty member after
the end of each quarter in which he or she has classes SETE'd. These
cumulative statistical summaries shall consist only of the following:
Individual means for all questions for each administration of SETE forms.
There shall be no new data that has not been distributed to the faculty
member. In addition, for each SETE administration, there would be included
the number of respondents; the department, number, and section of the
class; and the time of day of the class. |

Use
of SETEs (Completed Forms, Summary Reports, and Cumulative Statistical
Summaries). Com-pleted SETE forms, along with summary reports and
cumulative statistical summaries, shall become part of the Working Personnel
Action File of faculty members for the purpose of performance review and
periodic evaluation and shall be considered in accordance with the guidelines
of the Procedures and Criteria for Performance Review and Periodic Evaluation. Attachment #5 contains guidance on the interpretation
of SETE statistical summaries. |
| 8. |
Monitoring
and Revision of the SETE form. The Faculty Affairs Committee is responsible
for drafting or reviewing specific recommendations for changing the SETE
form and this policy and for forwarding these recommendations to the Faculty
Senate. |
| 9. |
Timetable
for Implementation of Revised SETE forms and Policy. This policy as
amended shall be effective beginning of the Fall Quarter, 2001. |

[Since the issue of approving
Attachments #1 and #4 was separated at the Senate from the SETE policy itself,
Attachment #1 is contained in FSD 87-25B. It is the understanding of the Senate
that the current SETE forms will continue to be used until Attachment #1 is
separately approved as campus policy].
